Thousands of dogs live loose across the Hawaiian islands. There is no accurate count, no coordinated plan, and no way off the island. We are building all three — and publishing every number as we go.

An island can't ship its problem somewhere else.
When a mainland shelter fills up, it transfers dogs to another state. Hawaiʻi has no other state. Every dog born here stays here, and the arithmetic has been running unchecked for decades.
Four islands. Four different problems.
Overpopulation isn't one condition. It's a different failure on every island, which means it needs a different fix on every island. We start on Hawaiʻi Island, where the land is biggest and the veterinary coverage is thinnest.

One unfixed dog is not one dog.
She has two litters a year. Her daughters breed within a year of being born. The population doesn't grow — it multiplies. This is the number nobody puts on a poster, and it's the only one that explains why decades of rescue work haven't closed the gap.

Now run it backwards. If exponential growth is the problem, exponential prevention is the fix. A single $150 surgery doesn't save one dog — it removes an entire branch from the tree before it grows. That is the whole reason this foundation spends upstream, on prevention, rather than on rescue alone. It's also why we think the problem is finite.

Go where the vet isn't
Rural accessMobile spay and neuter clinics in the districts where the nearest veterinarian is a two-hour drive and $150 is a week of groceries. Free, no means testing, no paperwork barrier. The distance is the problem — so we close the distance.
Target the source, not the symptom
Data-ledShelter intake records show a small number of neighborhoods produce a disproportionate share of the dogs. We go to those blocks first, and we keep going back until intake from them measurably drops.
Stop the surrenders we can stop
RetentionFood assistance, emergency veterinary costs, fencing help. A meaningful share of surrenders are economic rather than emotional — and those are by far the cheapest dogs to keep out of the system entirely.
Publish everything, including the failures
AccountabilitySurgeries by district, intake trends, cost per outcome — open data, every quarter, whether or not it flatters us. If the approach isn't working, we intend to be the first ones to say so out loud.
